evidence of its work, as sessions
were extended this past week.
Many more bills are appearing
on the House floor for readings,

but there still is some question
that a record number of bills
will be considered by this 57th
legislative assembly.
The possibility of an extended
session of the legislature, and
even a special session got more
attention this week. This espe-
cially when Gov. Tom McCall said
that federal budgeting proced-
ures will mean the Oregon legis-
lature cannot possibly handle its
budget until later in the year.
Already the legislature was
looking at a quite possibly record
length. Now the special session
has been moved to an almost prob-
able status. Several measures of
interest to House District 29 were
before the Oregon House this
week.
Teacher tenure has again prov-
en to be a major issue, as it has
in several previous legislative
sessions. A bill to establish ten-
ure in all public school districts
in the state was before the House,
and has been for the moment re-
ferred back to the Education Com-
mittee for some ,changes.
The bill also includes fair dis-
missal procedures. I am not an
advocate of teacher tenure on
the whole, because I don't feel it
has proven to be an effective pro-
gram.
However, I do feel the fair dis-
missal aspect is necessary to be
incorporated into state law. This
will be one of the tough bills for
legislators to decide upon.
I hhve testified before the
House Consumer and Business Af-
fairs Committee on a bill I am
sponsoring to provide legal in-
surance. I feel this is a necessity
as our society has become more
complex and legal costs have in-
creased. The problen~ of needing
an attorney and not being able to
afford one has been faced by
many Oregon citizens. This would

any other such program. After
In Yamhill County this would
allow the possibility of the coun-
ty commissioners to contract with
Tri-Met, to provide service into
Newberg. One of the worries that
I have studied, and that have bo-
thered interested citizens, is whe-
ther such a move would open the
door for inclusion of the payroll
tax for this service in Yamhill
County.
The wordage of the bill would
say that any extension of the ser-
vice would be allowed only if the
new area being served would pay
the full cost of the extension of
bus service by contract to user
fees.
This would mean ~that if the
county should make such a con-
tract, it would always be paying
its full share. So, I believe the
county could not be faced in lat-
er years with the prospect of hav-
ing a payroll tax added by Tri-
Met to pay the cost. I believe this
would insure against any such
possibility.
Most important, I think the op-
tion should be there, for such
service to be available. This would
simply allow county commission-
ers, or city councils, to study the
proposal, and make the move if
they so decide. In the case of
Yamhill County, it would only
mean paying for an extension of
service Tri-Met currently has
from Washington County down
to Newberg.

Lillian Risser, have purchased a
mobile home in McMinnville and
moved into it on Friday, March 2.
Guests of Mrs. Lena Olke on
Sunday were Mr. and Mrs. N. O.
Pearse, Mrs. Beulah Reed and
John Kotka, to celebrate Mrs.
Reed's birthday. Afternoon guests
were Mrs. Charles Lockett and
Mrs. W. Mattila of McKinleyvil!e,
Calif and Mrs. Myrtle Frazier of
Arcata, Calif.
Mr. and Mrs. Jack Reeves and
daughter of Los Angeles were
guests of Mr. and Mrs. W. E. Cal-
lander and family this past week,
and also visited Mr. and Mrs. Ro-
bert Callander during their stay.
The Home Bible Study group of
the Hopewell Evangelical Church
was held last Thursday at the
home of Mr. and Mrs. N. O. Pearse
and this week with Mrs. John
Ojua. N. O. Pearse is leader of
the group.
