Students under 18 are required to have an underage consent form submitted to the college before registering and must also have a learner's permit. Nominations sou, No services were held for longtime Yamhill County resident Willadeaff Pacheco of McMinnville. She died July 11, 2004 at her home. She was 72. Private family interment was held. She was born Jan. 16, 1932, in Seneca, MO the daughter of Arthur and Jewel Clevenger Baker. She was raised and educated in Dayton. After she graduated from Dayton High School, she owned a Dayton barbershop, called the Cubic Hole, for 20 years. She then worked in the guard shack at Cascade Steel, for 14 years, retiring in December. Survivors include three daughters, Kimberly Gonzalez of McMinnville, Melva Bengston of Salem and Mitzi Stewart of Dallas; four sisters, Dolly Mosgrove of Day- ton, Darlene Chase of Stayton, Mary Durbin of Colton and Betty Neal of Portland; two brothers, Donald Baker of Vancouver, Wash and Dennis Baker of South Caro- lina and four grandchildren. She was preceded in death by her two brothers and three sisters. Conservation Cooperator The Yamhill Soil and Water Conservation District is soliciting nominations for the Conservation Cooperator of the Year. One award is given each year to a farmer, fam- ily, or agri-business that exhibited outstanding conserva- tion practices. "Conducting the Cooperator of the Year award pro- gram recognizes good land management practices that are on-going in the county and encourages the adoption of conservation practices amongst area landowners," ex- plained Tim Steiber, YSWCD District Manager. The selection criteria is based upon the landowner's completeness and quality of conservation accomplish- ments, progress in developing and applying a conservation plan, community leadership in conservation, and being compliant with the Agricultural Water Quality Manage- ment Plan. [ Dear Editor: Recent news about the proposed bypass focus atten- tion on the traffic bottleneck in Dundee. During the past 30 years the only improvements made by ODOT on the stretch of state highway are a stoplight, a center turning lane, and repainted road stripes. No plans or money are available to reduce .Dundee congestion any time soon. This bottleneck exists because scarce transportation funds are allocated to planning for a future bypass. ODOT has spent more than $3 million planning for the expensive, far-off construction of a new 11 mile, $300-$400 million highway by 2025. There has been no analysis of more cost-effective near term alternatives for the Dundee bottleneck. 'Planning for the future is appropriate, but a far higher priority is the urgent need to maintain and improve state highway 99W. The Oregon Highway Bypass Policy clearly states that construction of a new highway is the last priority. The first priority is to maintain highway per- formance and safety, and the next priority is to add or ex- tend lanes or connect local streets. Neither has been done in Dundee. ODOT claims it may study some Dundee improve- ments as it continues to design a bypass. But it omitted such analysis in the recent 20')1 EIS and rejected the rec- ommendations made by the extensive 1997 CH2M Hill study. While waiting for a bypass route to be officially ap- proved and funded, it is important to design and make im- provements along 99W in Dundee.
