Straub vetoed the measure Fri- day. The letter was signed by Fre- ment McComb, Portland, and George Schroeder and Jim Allison, both of Sherwood, members of the executive committee of a recently organized non-profit corportation, the Land Use Planning Educational Fund (LUPEF). In a statement issued Saturday, the three men said: "We are disappointed that the Governor has vetoed a provision in SB 570 which would require land- owners to be notified before gov- ernment rezones their land -- at a probable cost of less than ,50c per owner while approving millions of dollars for LCDC bureaucrats and county planners. "The Governor has obviously yielded to pressure from some of the planners and environmental extremists. These people simply don't want to be required to tell landowners what is being done to their land until it is too late for the owners to effectively participate in the planning process. "No reasonable person should object to requiring government to notify owners prior to rezoning their land." The three men stated Saturday that because the Governor had ve- toed the money appropriation they will put a mandatory notice provi- sion in a constitutional amendment on land use to be filed next week with the Secretary of State, Cathy Strhlow, feeder steer, red ribbon; and white ribbon for Mar- ket Steer. PUC Orders Street Closures In Lafayette Despite local opposition, the Public Utilities Commissioner has signed an order closing two street- railroad crossings in the city of Lafayette. The streets to be closed will be Jefferson and Market Sts. where they intersect the SoJuthern Pacific railroad track. Following a McMinnville school bus-Southern Pacific train accident which claimed the lives of three children and injured more than forty others, a barricade signal was placed at the Madison St. crossing. At that time, the PUC offered to absorb the city's share of $2,000 for the gate installation if the city would agree to closure of the Jef- ferson St. crossing. Public officials and local citizens, however, did not want the street closed and volunteers raised the $2,000 for the city's share. Following a state wide study of railroad crossings, the PUC noti- fied the city it was considering the other closures and a public hearing was held in Lafayette where citi- zens expressed opposition to the street closures, citing inaccessibil- ity for emergency vehicles and the difficulty of routing all traffic from the southern area of the city across the Madison St. crossing. The PUC however, said that vision problems at 2nd and Madi- son could be corrected and the crossing gates will be locked with keys available to officials for open- ing for emergency vehicles. A narrow walkway for pedestrians will also be provided. No installation date for the two barricades is known.
