Dayton -- The Little Reno of
Oregon?
Fellow community members, is
this and the possible related vices
what we want in the future for our
community?
I recognize that card playing has
been commonplace with many peo-
ple over the years. In some cases
card playing may be of recreational
value; however, the general rule is,
that gambling leads to loss of
rnoney sorely needed to feed and
clothe families at home. It also
leads to loss of valuable time in
habits of excess.
Playing may be no more harmful
than dominos or croquet, but it is a
fact, undeniable, that card playing
for money has a history, and it is
the experience of men who under-
stand crime, that gambling has
been a source of any number of
crimes. It leads to late hours,
betting prolivity and is generally
the companion of intoxicating li-
quor and consequently leads to
theft, crimes of passion and at-
tracts drug traffic.
I feel assured that our Council
members will make the proper
decision affecting the best inter-
est of the community, now as in the
past by not permitting legalized
gambling.
If the children in our community,
could voice an opinion on what
their future in Dayton would be,
what would they say?
If you feel as I and other con-
cerned citizens about the proposed
gambling ordinance, join with me
and attend the City Council meet-
ing at Dayton City Hall on the 1st of
August (Monday) at 7:30 pro.
Eliminate the attraction -- elim-
inate the temptation.

The dust has finally settled on
the 1977 version of the Oregon
Legislature. Some good things
were accomplished and some bad
things slipped by. And many things
were left undone.
But throughout the second long-
est legislative session ever, the
people of Yamhill County could be
justly proud of the job performed
by Representative Bill Rutherford.
Few lawmakers exemplify the
ideals of hard work, dedication and
common sense that were exhibited
by Bill. He was firmly committed to
........... representing the people and to
BUSINESS AND helping them in any way he could.
He made many difficult decisions
PROFESSIONAL ... decisions that were sometimes
contrary to the majority. But he
DIRE'ORY was not afraid to stand up and be
counted, and in the face of various

Reckless Workman
Employees of a woodworking
shop were notified one afternoon
that the building would be fumi-
gated during the night with a
deadly gas. The next day they
were supposed to stay away.
But in the morning a mainte-
nance man walked in anyhow,
paying no attention to the large
warning sign posted at the en-
trance. Sure enough, he was over-
come by the fumes and barely
survived.
Under these circumstances,
could the victim collect work-
men's compensation? A court
ruled that he could not. His be-
havior was so reckless, said the
court, that he could not fairly be
considered "on the job" at the
time he was injured.
Although workrnen's compen-
sation laws usually do cover em-
ployees guilty of negligence, they
sometimes do not cover em-

ployees guilty of recklessness. Of
course, it is a matter of degree.
In another case a warehouse
worker, too impatient to walk
around a guard rail, tried to vault
over it instead. His foot caught
on the rail and he suffered a bad
fall.
Compensation? At a hearing he
pointed out that he was an "ath-
letic type" and that the rail was
only three feet high. The court
thereupon granted him an award.
"To vault the rail may have
been imprudent," said the court,
"but can hardly be viewed as un-
reasonably reckless."
What if the victim was violat-
ing a company rule at the time
of the accident? Although this is
a mark against him, it does not
necessarily mean he is disquali-
fied. Thus:
On a hot day in a shoe factory,
a workman went up on the roof
for some fresh air. He slipped,
fell, and was injured.
The company, opposing com-
pensation, pointed to a company
rule against going on the roof.
But the court granted the award
when it appeared that employees
had been doing it for years with-
out reprimand.
"The rule," observed the court,
"had become a dead letter."
