During the past five years, commerce in general was subject- ed *to a volume of restrictive reg- ulation. Basic elements of the reg- ul~tions were designed to pro- vide necessary consumer protec- tion or to curb environmental abttses. Today, we have gone far beyond the point of protection, and we see the imposition of reg- ulations, for the sake of regula- tion. Regulations and the fee as- sociated with applications have become a new form of indirect taxation. The bureaucracy con- tinues to grow unchecked, and responsible elected leaders are hopelessly mired in a quicksand of paper work, difficult to read and comprehend. The leader must now rely on his civil ser- van~t for interpretations and clar- -- ifications, that are often biased * - by the author's own interest. ] Dr:j.t.
