PAGE 2 -- THE DAYTON TRIBUNE -- DAYTON, OREGON - THURSDAY, DECEMBER 23, 1982 BLIC FORUM... To the editor: I read with great interest :he front page article of the News Registir on December 15, 1982, concerning the slide situation that damaged Dayton's sewer outfall line. The article contained several statements that I feel need to be clarified. The statement "Engineers said the waterline broke because the contractors Don and Lotis Construction of Lafayette, failed to put anchor rods on couplings that connected a portion of the mainline and that transition couplings were not blocked," is not correct. During the construction of the waterline normal and acceptable construction practices were used. The coupling that failed was installed similar to other couplings used on the project, which have been working properly. For some unexplainable reason, a gasket on the coupling failed, causing a leak. Upon repairing the coupling, I could not detect that any pipe movement had occurred. Normally tie rods are not used on couplings unless specifically called for. The plans and specifications, as well as the City Engineer who observed the construction, did not require or notify me that tie rods would be required in this particular case. As far as thrust blocking the "transition coupling", a tie rod was used instead and this was observed by the engineer. I never received notice from the engineer that this was unacceptable nor was I ever told to place a thrust block in addition to the tie rod. Don and Lotis Construction, when notified of the water leak, made repairs immediately and at no expense to the City. The statement "City officials suspect the water spill could have caused the slide," is in my opinion, highly improbable. Water from the coupling leak was sprayed almost directly back to the river, 75 feet away from the slide area. What I think likely occurred, was a combination of heavy rainfall saturating the trench backfill and rising river levels eroding away the base of the slide area, causing the saturated trench backfill to slide towards the river. We take pride in our work and always have. But we feel the residents of Dayton need to hear our side of the situation rather than depending on unsubstantiat- ed statements as appeared in the Dec. 15th article in the News Register. Respectfully, Lotis R. Hanks, President Don & Lotis Construction Co. Lafayette, Ore. issue isn't over yet, and I'll continue to work against a pay raise for Members of Congress at this time, when so many of my constitutents are out of work, running out of unemployment benefits, and with so many others living in fear of losing their jobs. Sincerely, Los AuCoin, Member of Congress Hopewell SDA Church Pastor Paul Haynes gave the sermon during church hour Dec. 18. Mrs. Roger Swaren, pastor's wife from Hopewell Evangelical Community Church, was the one who gave the special music before the preaching. The Joe Pearles Quiet Sound group sang for the closing song. They also had two musical numbers for the Sabbath School program. It was Sabbath School Improvement Sabbath and Mission Spotlight pictures and script given by Harry Christianson. A good neighbor Community Service Award was given to Pastor Roger Swaren at the opening of church service. This award is given to the one who has done the most for our community the past year. This is a tribute to selfless service beyond the call of duty in helping others in our community. Pastor Swaren is the minister for the Hopewell Community Church. Fellowship potluck dinner was held in the Junior Room building following the service a large group stayed to enjoy food and fellowship. The quarterly 13th Sabbath program will be held on Dec. 25th in Sabbath School. The offering is for the Africa-Indian Ocean Division. Christmas is a time for giving, and I thank you for the encouragement you have given to me. As we think of Christmas it is a time of giving. Not just giving gifts to loved ones. This tradition is simply a way of remembering the true meaning of Christmas. God gave us the first and the greatest gift when He sent His Son Jesus to be born in Bethlehem. We are all familiar with the words of the angels to the shepherds that first Christmas night, "Do not be afraid; for behold, I bring you good news of a great joy which shall be for all the people; for today in the City of David there has been born for you a Savior, who is Christ the Lord." Relatives came from Georgia, Kansas, Texas, Idaho, Washington and Oregon. On Nov. 20th, 46 gathered at the OSU Peavy Aboretum Lodge for a special days of celebration. It was so enjoyable and wonderful to see so many. I was very honored. Hattie French KROHN'S Appliance Center To the Editor: I'm damned mad at the way my vote in opposition to the Congressional pay raise has been distorted and misrepresented by the news wire services and others. l am writing so your readers can clearly understand what happened, and why, in the House of Repre- sentatives. By law, all Members of Congress would have been given a $17,300 pay increase if the House had taken no action, As a Member of Congress opposed to any pay increase, I had opportunities on two consecutive votes to strike a blow at the size of the increase, and then try to kill the whole kit and kaboodle. On the first vote, the choice was between $17,300 or $9,000. I voted to lower the raise to the lower figure, limiting the damage if, God forbid, the attempt to kill the raise failed entirely. The second vote was on the question of killing the pay raise or leaving it at the $9,000 level. I voted to kill it, just as l've voted against every pay raise since I've been in Congress. Unfortunately, that attempt failed, on atie vote of 208-208. That's the chronology, and my strategy, 0~ the votes. If the wire services can't understand that, then they belong in a strait-jacket.
